Gatō is the main antagonist of The Land of Waves Arc. The very first story arc of the Naruto manga/anime series. He is the CEO of Gatō corporations who took control of the eponymous Land of Waves for his own financial gain resulting in its people being forced to live their lives in poverty and misery.
